As far as ownership of tweets are concerned, Twitter has the rights to ‘use, copy, reproduce, process, adapt, modify, publish, transmit, display and distribute’ the user tweets. However the tweets belong to users.
Many apps that have developed around the innovative Twitter platform seem to be flourishing and adding value to the ecosystem. With that in mind Twitter is working on novel guidelines for use of the API. Users can authorize Twitter to make content available through Twitter APIs. The new terms also outline abusive behavior and spam as per the rules the company has been functioning under.
